You were most likely lied to by the repair place. Many models offer both non-touch and touchscreen models. The touchscreens fail more often and are harder to procure so many shady resellers pass off the non-touch models instead.

Either you have turn the Touch function off or the problem might be with the connection its might be loose. You can check in the control panel for Touch function. Or your keyboard might have quick function keys. The bottom of the keyboard has (fn) and another key on the keyboard will have the touchscreen icon.

yes you can take the glass out but leave the plastic that protects the screen. but remember your touch screen wont work if the glass is not replaced which can be a bit expensive

No, that won't work. You can attach an external monitor to it though.

Try uninstalling the TS from the control panel-system-devices (hardware).
Reboot and reinstall the drivers when asked.
The driver must match the OS.
The TS may be defective, does it operate proper on another Pc?
