Your camera can't. The only way is to put the video on a computer or tablet and use a video editor or picture editor. Be aware that good looking video's give very bad quality pictures. It has to do with the coding of the frames.
I found some links (you too could have with Google) how to do and what program you can use:
How to make photo from video
How to pull still images from your videos
This last one gives you an explanation in youtube. just a few minutes.:
How to take picture from your video using VLC media player

How to shoot a time lapse video with Nikon cool pix b500?

Tim lapse video does not make any sense to me. In general time lapse is a way to take photos at a specific interval. You can actually make a movie showing fast action in post process on your computer (using 3rd party software)

WHY ARE MY PHOTOS FROM MY NIKON COOL PIX IN DSCN FORMAT. I CAN'T EMAIL PHOTOS TO HUSBAND ON IPAD. PRIOR CAMERA (CANON SURE SHOT) TRANSFERRED WITH EAST.

Nikon CoolPix cameras, in all but a very few old models, save in .jpg format. DSCN is the filename prefix, not the file type like a JPEG or TIFF. Some models will also save in TIFF format, or in a very select few very high end models in .NEF (Nikon Electronic Format) RAW files, but unless you're using a Nikon DSLR this is highly unlikely. If the images will open on any other program that views jpg files, such as the programs supplied with your computer then it's not a formatting issue.

For example, the file names should, from the time the camera is new, begin naming as DSCN0001.jpg, DSCN0002.jpg, and so on. If you're trying to transfer directly from the camera, to an IPAD, it's likely a driver issue instead of a file issue. Just remove the card and use a $5 SD card reader, or plug the card into the IPAD if it accepts them. You may also search to see if there is software available for your camera to use on the IPAD.

I have reinstalled the Picture Project 1.7 disc for Cool Pix L4 and I still cannot get my computer to recognize the camera.

Picture Project was retired years ago, replaced by Nikon Transfer and Nikon ViewNX. You can download the current versions of all (free) Nikon software from
http://support.nikontech.com/app/answers/detail/a_id/61

The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use Nikon Transfer or any other photo cataloging program.

Hello there, for transferring media from the memory card to your computer it is much better to remove the memory card from the camera slot and use a card reader as the operating system of your computer will detect it as new media found and you can easily drag and drop the files you want to utilize and will save battery on your camera as well.

Consider NOT connecting your camera to your computer.

Photos being transferred to computer lost connection during transfer. Now no photos show in the queue

A good reason to use the 'copy' function whle transferring. Doing this will preserve the pix in the camera memory until you are sure they actually arrived on your computer.
If you have a card drive, you might pull your memory card and plug it in directly to see what might remain there. It may come up as only a 'removable drive' that you can address as if it was any other.
