There may be various reasons for your problem.
The SIM card might be damaged. Try inserting the same SIM card into any other active unlocked cell phone. If it works fine then there is no problem with your SIM card. If it doesn't work on other phone too, call the network provider for a replacement SIM.
The SIM port on your phone might be damaged. Try inserting any other active SIM card of same network on your phone, if it works fine, then there is not problem with the SIM port. if it doesn't work with it, take your phone to local mobile phone service.
Your cell phone might be network locked. If you have removed your old SIM card and inserted a new SIM card from any other network, your device must be network restricted to the previous network. 1. Power on your HTC mobile phone with an unaccepted SIM card in (or no SIM card at all).
