Probably a bad oven igniter. Remove oven floor then remove flame spreader. Turn oven on and see if igniter glows. If it does and still doesn't light gas, it's probably weak. Replace the igniter!
If it doesn't glow, remove and take to your parts store. They should ne able to check it to see if it's opened up.. If so replace it!

What have you got to lose , 25.00-65.00 I would see if the ignitor works . Have someone else turn it on while you watch underneath if it sparks the try to get it closer to burner .

most newer models of gas oven require electricity in order to work. I would check the outlet where you have your oven plugged in. Plug something else into that outlet to make sure it is live. If it is not, check the electrical panel breaker or fuse.

When turn oven on GE XL 44 Gas Stove bottom of oven does not get hot. However there is an orange glow coming from bottom of oven under the shield. What do you think it could be? Broiler works fine. Thanks...

The glow that you see is the electronic ignitor. If it is glowing and not getting hot you will need to replace the ignitor. It is not strong enough to open the gas valve. They grow weak over time.

GE Profile Spectra XL 44 gas oven

If you can smell the gas when you turn on the oven, it may be on a separate igniter that has gone bad. I would check this first. If you are not getting gas to the oven, there is possibly an issue with the supply line.
