Take them to a cobbler or a cordwainer. They can fix the heels for you. If you have the material at home, you can do the same. Prime the material with the appropriate primer (TPR, PU etc.) and follow the instructions with the primer about the brush or putting the extra solution back into the bottle.

How do I re heel a pair of Fly London Tong Sandals

Shoe-Goo will bond and create a sole but it may be harder than expected and not the 'rubbery' feel you want. But it will work and is likely your best bet. Perhaps cut rubber sole from another sandal or shoe and use shoe go in between let set over night and then cut away excess with a razor and re goo around edges.

Where can I get my Fly London Boots repaired ?

I would suggest a better than average quality shoe repair shop to get these fixed. Have them show you some of their repair work.

Is there anywhere that repairs wedge heels

I believe any better quality shoe repair should be able to take care of the problem you have. If you don't have any in your area, there are some that accept mail in's. Quick Cobbler in Humboldt is one that offers this last service. I am not affiliated with this store.

My wife's shoes. Worn 5 times. Look sort of like a sandal with cork wrapped around about a 2" wedge heel. The right shoe makes a strange noise when she walks - almost like the heel is hollow...

take them back to the shoe shop and complain as they are not fit for the purpose
there is a possibility that they are not genuine brand but knock offs and also if they are continue to be used , the heal could collapse causing physical injury

Removing 12'' planer blades from Sears/Simpson

The wedges are seized. Spray WD-40 and take a metal punch and lightly tap wedges from the ends.
