Hold the centre and menu button at the same time for 6 seconds. If that doesnt work follow that same procedure but at this time hoggle the hold button. Doing so, will reset your ipod therefore making it work.... atleast it should.

Hold the top button and the bottom button at the same time. My 8G iPod Touch does that all the time. It just means it's completely dead. If you just got it it synced with iTunes, it will say that it needs iTunes again. It should be fine though. Let it charge over night then. That's what I did. Mine was fine the next day.
Use the Five Rs to restore the iPod. You will lose the data that is currently on it if you restore but you can always re-sync the data to the iPod.

Check the volume using the buttons on it and also in your settings/volume limit. If that doesn't work, resync it with iTunes and see if there is a parental control in place preventing music to be played.
I probably have the same type charger / player that I also purchased from Wal Mart. If it plays your ipod it should also charge it. Make sure the lock button on the ipod is unlocked and it's turned off. If that does not work keep it unlocked and leave it on. On systems like we have that are not iHomes they sometimes have trouble figuring out what brand they need to charge.
1. Toggle the Hold switch on and off. (Slide it to Hold, then turn it off again.)
2. Press and hold the Menu and Select buttons until the Apple logo appears, about 6 to 10 seconds. You may need to repeat this step.
Tip:
If you are having difficulty resetting your iPod, set it on a flat surface. Make sure the finger pressing the Select button is not touching any part of the click wheel. Also make sure that you are pressing the Menu button toward the outside of the click wheel, and not near the center.
If the above steps did not work, try connecting iPod to a power adapter and plug the power adapter into an electrical outlet, or connect iPod to your computer. Make sure the computer is turned on and isn't set to go to sleep.
