Plugged it into my usb port and it beeps but doesn't turn

Some laptop manufacturers use the 4 pins to the side of the data connection to force Master / Slave. Do you have a jumper shorting 2 of these pins? If so, remove the jumper and try it again in your external caddy. Had this problem 2 weeks ago with a Toshiba notebook having the Blue Screen of Death. Removed the jumper and then the disk worked perfectly!! Strange but True.

well firstly if u wana recover ur data u have to make the external hdd power up but thats the major area of issue that its not powering up. the difference in plug doesnt make a difference cuz u can use the same plug,the voltage is same thorugh out in ur place from the substation. so it might be a possibility that when u connected ur hdd,the power ON/OFF switch was awredy ON IF hdd has one. so wat i feel is dat u can try opening the hdd and then connect the hdd to ur desktop with help of the BUS CABLE used to connect the HDDs in desktops. so in dat case i would suggest that u go through the manual of ur external hdd to see how to access the the casing in which the hdd is there.then if u happen to get thorugh n it turns on then u dont have to recover ur data. it would still be there. HOWEVER,its recommended that u dont try these things personaaly if u are'nt too tech savy. u shud consult a tech or a freind who knows abt this.

Well, you've done most of everything that would normally be recommended. It sounds like at some point, the partition table and/or file system information on the disk has been lost or damaged. The information at the begining of the disk tells the OS where the rest of everything is, like a legend or a map. Without this information, everything is still on the disk, but getting to it could be very difficult. At this point in the game, I would recommend using a disk/data recovery tool. It's a software program that reads the drive at a bit level, then attempts to recover files, folders, and structures on the disk without the "map".
I have used and recommended PhotoRescue Expert in the past and had good luck. This is NOT guarenteed to bring your data back, but it will passively attempt to recover data from the disk without making changes to the file system, just in case we need to try a different method. There are other data recovery softwares out there, many of which work fine. PhotoRescue is inexpensive and has saved files for me and my clients many times.

You should be able to pop open the enclosure to retrieve the hard drive. You may need to take out a few screws.
Once you've done that, you can purchase another external USB enclosure to replace the broken one.
