Charge it overnight with a high power usb charger, 2A or greater. If it works properly the next day, the issue is with your vehicle charger. If it is still not working, reposition the ribbon cable that the battery connects to.

Try this for hard reset .
Turn off Garmin device. Press down on bottom right corner of the
touchscreen [ Don't let go ] , and then power on the GPS unit. You
should be prompted whether do you really want to erase all user data, or
asked if do you really want to start up in maintenance mode. Press
“Yes” to reset (warning: all data will be erased and lost, so backup
before proceeding) or enter maintenance mode.
Time for a new battery. If you talk to garmin they will want to replace the entire unit. You can buy a battery for about $23 and do it yourself.
Here is on place that sells them but I would also search for others to compare prices and specs.
Move the on/off power switch to the left and hold it there for at least 30 seconds and see if it comes back on. I know there was a bug in a firmware version that makes the unit "bricked" after a certain date. The only way to fix it if the reset didn't fix it is to disconnect the battery inside, reboot the unit and install the firmware fix.
