I don't know what kind of camera you have but the ones I have used allow you to tag photos on the camera. Then tagged photos can be downloaded via a setting "download only tagged".. or even "download only photos not already downloaded". Try scrolling through your menus and checking for a setting like that.. worst case, look for a camera reset in the menu and reset all the settings.
