Cleaned the condenser fins, checked all connections in the back. fans all seem to be working. not getting colder. fans just run.
I had this happen with my fridge when the door was open for awhile when I was cleaning the inside. I did what you did, clean everything behind it. Pay particular attention to the circuit boards, there may be reset buttons in that area. Then unplug the freezer for 10 minutes (make sure it's for a FULL 10 minutes) then plug it back in and try it.

Ended up having a freon leak in tubing around door. Luckly the warranty was 5 years in sealed system. New one was FREE.

You may have identified the problem with the frosted over freezer coils... are they to the point of being ice encased? In addition to cooling the freezer, this is also the primary source for the refriferator cold air... I would try defrosting the unit again, with it disconnected from power, try and go longer this time, with the doors open.
When you power back up, reset both temp settings to mid-range (5) and let it run at least 8-12 hours to stabilize... try to avoid opening the doors too much while it cools down, and see how it does.
If it still doesn't cool down sufficiently, you may have damaged air control port flaps, not allowing the cold air introduction into the fridge compartment.
This could also be a control/sensor issue, i.e.: the setting knob is malfunctioning, or the temp sensor might be bad, as could the electronic controller.... in other words the info source and control system that directs how the flaps are opened and closed might be at fault.
Refrigerators have become much more sophisticated since the advent of the microchip, but the basics still apply... just try and use the process of elimination to isolate the problem.

OK, I think I understand. Thing is we need to do a few things to see if your control board is the problem or if the fan or a freon leak is the answer. Your evaporator coils frost up in normal use and every eight hours or so the entire unit shuts down and the defrost heater comes on to melt the frost. This cycle last about 20 minutes. The melted frost drips into a drain pan and through a drain tube to the drain tray under the freezer/refrigerator where it's evaporated by the condenser fan.
If the evaporator coils behind the back panel of the freezer
are icing up because of auto defrost failure that will stop the circulation of
cold air and eventually affect the freezer too.
check defrost timer, defrost heater, defrost thermostat. In
most newer models the timer has been replaced by an electronic control board.
If the heater and thermostat are ok it’ll be the control.
You can turn the defrost timer till it clicks
and everything shuts down. The heater should now come on. If it does, replace
the timer. If it doesn't, check the heater and defrost thermostat. Turn the
timer again till everything starts back up to end the defrost cycle.
