Just insert the Windows setup disk, or goto the restore partition. Whan the operating system says I already see a windows installed, shall I repair that, answer no and say install new operating system. After that you have to install several )(if not many) updates, but the machine will be clean.
When you read something like you have a rootlet or something like that, try to use Fdisk and clear all partitions. Be careful it could be you have a restore partition you need to reinstall everything, so try to save that partition first before using Fdisk. Any way, if you are not familiar with Admin work you should not use Fdisk at all.

Restore factory settings To restore the phone back to factory conditions, select Menu > Settings > Rest. factory sett. and from the following options: 1. Restore settings only - to reset all preference settings without deleting any personal data 2. Restore all - to reset all preference settings and delete all personal data, such as contacts, messages, media files, and activation key

Ibm restore to factory setting

You have not explained what is wrong with your computer.
Is the laptop working, does it boot up into Windows?
What are you trying to restore?
Are you trying to get into a previous Restore Point?
The Access button takes you into the BIOS, you can change the BIOS settings back to the Default settings (ie the factory default settings).
It is difficult to offer a solution without knowing the exact nature of the problem.
