Make sure pump is primed and make sure circulation pump is running
For a test only, remove filters and see if you feel anything against the fitting?
If nothing either 'Air Lock', keeping it from priming the pump.
Or, bad pump!

Hi Mike, what do you mean by air lock and how do i fix it... im noticing that we only have suction from the filter closest to the pump but the second one at the far end of the spa has no suction and that filter stays bright and clean while the first one gets dirty quickly... its been this way since we bought it a month ago... we cant seem to keep our water clear and feel like this is definitely contributing to that problem...
I know it's a pain, but don't let Intex get away with this, The 86" bubble & jet is their most expensive "top shelf" spa. The code is indeed for GFCI issue.
But if you eliminate the GFCI not only is it fatally dangerous to the users of the spa. But the internal components know it doesn't have GFCI protection due to the monitoring of the Neutral conductor.
Probably had the original GFCI wired wrong to get the initial fault code.

Dry fire protection is when the heater has a call to heat but it is sensing NO water flow, therefore heater will be disabled.
A dry fire is when the heater comes on with NO water flow - damaging your heater beyond repair.
Causes: No water in tub, closed valves, clog restricting water flow, or the pressure/flow switch had failed?
