Small belt on the driver seems loose. Is that normal?
Call the Bissell Consumer Care at 1-800-237-7691 something doesn't sound right. Are you sure you followed the detailed install instructions that should have come with the new belts? I'd check that first and if you did then call them.

maybe there's not enough vacuum or it hasn't been primed enough. I have a proheat that drove me crazy till I started leaving the heat switch on. I get wads of carpet fiber that mat around brush and spit out on the carpet, so I frequently remove them. I'm just wondering if after you empty the water, it may not have built up the suction. The Bissell Model 25A3 has two belts, a pump belt and a brush roll belt. The pump belt (Bissell Part # B2150628) is flat and runs from the motor to the pump. The brush roll belt (Bissell part # B0560621) is cogged and runs from the pump to the brush roll. See key numbers 34 and 36 below.
