Find the problem, some linkage is sticking and you have to trace it through. Spray with WD40, then when working spray with other light oil, cause WD40 does not stay. Most likely the carriage return release . Take bottom off and watch what it hits on the left side, Also the tab button locked down will do this.

I have been servicing Power Washers for the last 5 years. And I cannot understand why you need a non-return tap outside. I think "outside" you are refering to the main supply after the water meter.
Well if your power washer needs a non-return, you can fit a cheap garden hose non- return attachment.
Regarding the non-return at the outside tap,..this is most probably NON-RETURN. If you want to be sure you can contact the water works division of your country and city...and I am sure they know what sort of taps should be used. In my country it is a must that a non-return outside tap is used. This is important so that when there is a cut in the water supply, the water meter and the whole system will not have to be bled out of air when the water comes again.
