Chances are there a limit on the volume to keep it from going to loud. If the MP3 has a screen, use it to navigate to a menu and go into it's sound settings. From there, you should be able to raise the max volume to the REAL max.
The volume cannot be adjusted past the volume settings available when you press the volume control. There is no setting in the menu to adjust this further, however some models have DNS where the voice in the song could be adjusted.

Go onto your menu and down to audio options. Normally there is a cap on the volume they put on the manufacturing settings. In Audio options, there is another setting for volume normally called general audio or something similar. Raise up the volume cap. There you have it.
I had the same problem with standard over the head earphones, however, when I used it with earbuds, the volume increased tremendously and we now have no problems with the volume sounding too low. My daughter has a hard time with regular earbuds, so I purchased some "clip" style earbuds.
Hi rockgfr,
The first way to increase the volume is of course by the volume control on the right hand side of the player. If even at the highest limit (30) provided by this control, the volume seems low, then go to Settings --> Common Settings --> AVLS. The volume limit is probably on, so you can try putting it off and see if you can increase the volume further. Failing these methods, you can always use software like MP3Gain to raise the volume of your tracks.
Your volume limit on your ipod is probably set low. To check it, go all of the way to the ipod's main menu and go to settings. Then go to volume limit and put it where you would like it to be if it is too low. Then go back to your music and play it. Turn the volume up to your liking and it should work and play louder.
