I cannot see any settings in the manual for this, tried swapping batteries from one unit to another. Brand new and only used in the city just once to try them out before going in the bush with them but don't want to take them with one of three radios constantly going on/off with static and drainng my battery. Besides the annoyance. Thanks
Well, it IS the squelch level. Most radios do not have an adjustment for this. Take the bad one back, you've done all the tests you can. Good job.

It is likely experiencing constant static because the walkie is in "monitor mode" constantly searching for weak signal transmissions. Press and hold the WX/MON button for two seconds to turn monitor mode off. This should fix your problem. It did for mine, which were having the same issue.
To add information to my above question of one of my 3 walkie talkies constantly goes on and off with static showing the "rx" display while the other 2 are fine in the same room, same environment, same channels... I have read a few answers similiar to mine about "Squelch adjustment" and one about holding down a certain button on my walkie talkie when I turn it on.... not sure if these are compatible answers to my problem above. i have nothing in my manual about squelch level either. These are brand new units not taken out of the city yet. I have tried them a few times in the city and have this problem Was meant to be used fishing with my buddies if we split up on the river, but want to have three good working units before I go out.
