First thing, with it off, turn it on and hold down f2 to start it in setup. In setup (cmos) use arrows on keyboard to the right to BOOT & look at the boot order the HDD should be second. Arrow down to CD/DVD & (your cmos may just use f6 for up or f5 for down) The LAN should be 4 or last. To repair with a disc move the CD/DVD to #1. It can stay that way. select f10 to save & exit, & say yes with enter button & it should boot right up. It Won't boot to disc unless a bootable disc is there. I always move up the CD/DVD to 1. So I can use the repair disc you should have made in Maintenance under programs. Create a repair disc with one CD-R (Mark it Toshiba, win 7, 64 bit repair disc, use first. Keep it in a safe place in a case.
To make a set of 4 DVD-R's
, after booting up in the search type "Recovery" click on "Recovery Media Creator" & follow the directions. It takes about two hours & you can only make one set.
You can order a set from Toshiba for about $45. Be sure to mark them as you make them Toshiba +model Recovery disc 1of 4, 2 of 4, etc. Store in individual cases in a safe place
Now this is important to understand the next option wipes your hard drive & recovers your computer to the way it came new out of the box. Start & hold f12 for boot options & choose recover to factory settings. Then you will have a new computer. It wipes any files you may have on you computer. Do not do this unless you have nothing stored on it or have copied off to external storage (est.H Drive or Flash Drive)

Check your boot order. If it is set to network you'll get this error. It could also be due to bad cable, etc.

It's a good idea to get a bootable USB that can run some utilities, as well.

The error PXE-E61: Media test failure usually means the hard disk has failed or the hard disk needs re-seating or the disk controller is faulty. First - re-seat the hard disk and reboot the computer. sounds like a driver issue try to go to toshiba's website and download the latest drivers for the NIC card.

It sounds like your hard disk has gone, or not being recognized by the computer... Check if it seats well in it's place.
Unfortunately, laptop HDDs don't last long these days.

The PXE-E61 is the error code for No Network Bootable Device Found. Which means the computer cannot find your hard drive and is looking for a network drive to boot from.
