Try holding down the power and volume up buttons down for several seconds to try and soft reset your device. Power down and restart it. You don't state your model of Pandigital-that makes it hard to determine exact reset procedure. Also look for a small hole on the back or sides of the device, into which you can push a toothpick or paper clip to push a reset button (check your manual for location and reset procedure for your device). You can also try powering down, then press the volume down button and while holding that down, press the power button to turn the device back on. The error indicates a major problem with the base android software - did you recently upgrade software or install some new app? If it was a new app, try uninstalling it and see if the problem goes away.
Testimonial: "I tried all you said expect the uninstalling part because I can't get into the apps. There is no little hole to reset. The problem has occurred before but usually went away. This time I was trying to install an updated catalog of Slide me Sam. I guess that is the problem. I will uninstall if I ever get into the apps."
