Try these steps:
1. Go to Mail page
2. Go to "options"
3. Click on "mail options"
4. Click on "Spam (from the list on the left side)"
5. Click on "block addresses"
6. Find and click on the email address on the list that you want to unblock
7. Click on "remove block"
8. Click on "save changes" at the top of the page

When adding Contacts to your Outlook Express, add the Display Name and Email address (double check that the email address is accurate) then, press the save button at the bottom of the screen on the right hand side. By pressing the Add button, you are telling the program that you wish to add a second email address for this person (Contact) and this may be what is causing your issue when trying to access contacts.
