This is a typical failure mode for this rig. The only repair is to replace the display. Check with Icom, I think they still stock the proII displays, if not, out of a scrap radio is your only hope
Sounds like an intermittent problem. Was the radio ever dropped or water damaged. I would have to open the radio to check for damage. I think i'ts a good idea for a tech to look at it. The IC F21S is an inexpensive radio you might just want to buy a new one. A tech will charge you around $65 just to look at it and a new on is around $129.00. I list on ebay every once in awhile a repair special for $32.00. But is depends on the problem. Carl
