Handset ringer tone and volume
Press the volume up key or volume down key (labeled as
vol or vol) in standby mode to select one of five
ringer tones and volume combinations.

On the base press the volume up [^] key. Repeat pressing to get higher volume. Press volume down [V] for reducing the volume. Press and hold volume down for two seconds to turn ringer off. On the handset, you can use the menu to turn ringer on and off.
You can download the manual for a very similar phone, the KX-TG2302 at http://service.us.panasonic.com/OperMan/findmanual.aspx?cat=TEL and you can figure out all the features of a KX-TG2303. The simple answer is: while you are not using the phone, press the up or down volume button and it should turn the ringer back on. To turn the ringer back off, press and hold the down volume button until you hear two beeps. You can adjust the volume while the phone is ringing. The manual will tell you how to change your ringer tones, etc.
I am assuming this is on a DTU 16D nec phone. On the right side of the phone is a volume up and down button. If someone calls you, you adjust this while the phone is ringing. If you adjust it after you answer it controls the voice volume (what you hear through the ear piece) if you adjust it while the handset is down but there is no one calling you it adjusts the display contrast on the phone.
