Have the batteries tested using a load meter. Advance and Auto Zone can test them for you. If batteries are 6 years old or older, you will be looking at a new set. A LOAD test is the only way to test.

Check the battery for voltage. May be shot and won't fully charge even though it says it is.

    Voltage must be checked under FULL LOAD. You can put a meter on a battery with clips, ride down the road, and check the voltage. Sitting still and checking will tell you nothing.

Yes according to this it takes a 24 volt Lithium battery. Fortunately putting a 12 volt battery in won't have damaged it where as 24 volts into a 12 volt system will.

Take it to your local golf retailer and they will know someone that can diagnose and repair the electronics.

I presume you checked the battery had a full charge.

Is it possible to speed up an electric golf cart?

Most electric golf carts run on a max speed of 12MPH. It all depends on the voltage. The higher the voltage, the faster the speed. Most electric carts out there run on either a 36 or 48 volt operating system and can only last about 20-25 miles per each charge.

There are some new carts coming to market that are able to travel faster and possibly on less energy and can go up to 19 MPH. Many of the latest models are operated by computers and have quite a few high quality and unique components compared to older trolleys and carts. If you want or need something faster, they are worth look into.

If you are getting full voltage to the motor and that is the best you can do, then you have no recourse other than to change the motor.

First of all take your battery to a place that sells batteries and have it checked. Sounds like your battery is only partially charging but the charger will show fully charged as it won't charge any more. Battery could be bad.
