My mother-in-law had a similar problem and I found that a transparent film coated the entire inside of the reservoir (you can see if yours does too by feeling the inside of the tank as deep as you can reach). Once I got it clean, it began making full cups of coffee again just like it did when it was new.
Here's how I got it working for her. Her tank has a fine meshed stainless steel screen over a "small valve" on the bottom of the tank secured with 3 small phillips screws. I removed the screws and took out the valve. The screen "looks" clear - but the same transparent film on the tank walls was coating the screen, too. As a result water flow thru it is significantly reduced - so it takes longer for water to pass thru it - resulting in "short" cups of coffee. The screen must be cleaned or replaced. I opted to clean it with an old tooth brush and soapy water. I then flushed the soap and the film from it while holding it under a stream of water from the faucet. I looked at the volume of water passing thru the screen to be sure it was cleared well. When happy with the flow, I resecured the valve to tank (after washing the tank in the top rack of the dishwasher as per the instructions on the underside of the tank lid).
The film is a type of growth - like algae. To help prevent regrowth or slow it down; do not let water sit in the tank all the time. Pour only enough water in the tank that you'll need for the next 8 to 12 hours - better yet - dump the remaining water out after each "batch" of coffee you need to make. Do not let water sit over night or for any longer than necessary. Be sure to WASH the TANK regularly in the top rack of the dishwasher - as per the directions.
