SOURCE: keyboard Fn key

Try hooking up and external key board see if that works ok, and if it does you may want to try to find a new or used key board for your laptop. The key board may be shot, It should be fairly easy to change to a new board, Hopefully That will help you diag. the problem..

SOURCE: How to control Asus A6R Fn keyboard? when I type

It looks as though you have Numbers Lock turned on. On my Asus x58C this is tuned on and off using the blue Fn and NumLk keys. When its turned on there is a padlock symbol located above the keyboard which is lit. If it is, then hold down Fn then press NumLk and it should turn off. Hope this helps you

Are hp laptop and dell monitor compatible?

Without knowing the model numbers of both it could be impossible BUT if you have a connection on the computer that you can hook the monitor to, the F4 key is the one that switches from the laptop screen to the external one. Hold down the key that says Fn and while holding press the F4 key above the number keys on the top row at the keyboard. You should get some activity on the monitor.

Dell 1703fpi

Dell 1703fpi LCD monitor,

http://philadelphia-pa.americanlisted.com/computers/dell-1703fpi-17-lcd-monitor-vgadvi-usb-hub-50-phoenixville_21225579.html

I got that part Dan.........

What I need is what Model Number of Dell Inspiron it is.
This is on the Bottom of the Inspiron laptop.

Why?
Because I do not know if the Dell Inspiron laptop you have, has a DVI port, or a VGA port; for an external monitor......

Generic information while I wait.........

Example of Digital Visual Interface port, and corresponding cable,

http://en.wikipedia.org/wiki/Digital_Visual_Interface

Example of Video Graphics Array port,

http://en.wikipedia.org/wiki/VGA_connector

Can be on the side, or back of laptop.

Laptop OFF, monitor OFF, connect the matching video cable from the external monitor; to the laptop.
Now turn the laptop on.....

By factory default settings, the display should now show on the external monitor. (Dell 1703fpi)
No?

There are at least 3 display options available;
1) Internal monitor of laptop ONLY
2) Internal monitor of laptop AND external monitor
3) External monitor ONLY

Press, and hold down on the Fn key. (Usually 2nd key from left on bottom row of keyboard)
AT THE SAME time tap once on the Display Toggle-Over key.

Which one is that? Dunno.
Laptop model number was not stated.
For a Dell Inspiron though, it's usually the F8 key.
(F1 through F12 keys at the top of the keyboard)

Hold the Fn key down, and at the same time tap once on the F8 key.
Still no?
Hold the Fn key down again, and tap once more on the F8 key.

IF, F8 is the correct key for Display Toggle-Over, and there is no display on the external Dell 1703fpi; then I suggest you have a problem with the video chipset; on the motherboard.......

Awaiting reply in a Comment.

Start directly on external monitor

Connecting an External Monitor or Data Projector

You can switch to an external monitor or data projector by two methods.
1. Connect the external monitor to the laptop's video port, power up the external monitor first and the laptop. The video information will automatically switch to the external monitor.
2. If you power up the laptop first then you can switch the video output to the external monitor by pressing the Fn key and one of the Function keys, depending upon your make and model laptop. You can also toggle between the external monitor or both LCD screen plus the external monitor or back to LCD screen only by pressing the Fn key plus one of the function key a few times.
Here is a list of key combinations for some of the laptops :-
IBM ThinkPad = Fn + F7
HP and Compaq = Fn + F4
Toshiba = Fn + F5
ASUS and Dell = Fn + F8

My HP Pavillion M70 monitor is saying "video cable connected?" when I try to use the monitor. I am trying to output my laptop to the monitor because my laptop screen is wearing out, but I cannot get it to...

go into the BIOS settings and tell it to use the LCD/Monitor as a display.

or

press fn key+(F5 or F7 or F8) 1x or 2x or 3x.....

Fn key combination. The Fn key is located at the lower left of the keyboard, normally between the CTRL and the ALT key. Toshiba uses Fn-F5 to toggle between the laptop LCD and an external display. IBM or Lenovo uses FN-F7, Acer varies with the model, using Fn-F5, Fn-F3, Fn-F8, Sony Fn-F7, Dell Fn-F8, HP or Compaq, Fn-F4. There are variations with the age of the laptop and not all manufacturers have standardized on a key combo across the whole range, but you can usually figure it out from the little graphics on the function keys that line the top of the keyboard.

Toshiba Satellite M70 FN key lock

Hello,
See if F10 or F11 are lit. If so press Fn and the key that has a light below it to deactivate it.
If you cannot login, use a USB keyboard to bypass that hurdle and run Windows to reconfigure.

Hope it helps.
