HOW DO I PERFORM A MASTER RESET ON MY OPTIPLEX 360

Do you mean a complete factory reset....if this is the case you must open the box, find the bios chip and beside it you should find its jumpers. The jumper must be taken off and stay off for at least a minute....replace as it was.....close the box and reboot, hey presto back to factory rest.

I have a dell optiplex 270 and my computer does

If the drive is seen in BIOS but not in Windows, then this should resolve:

http://support.microsoft.com/kb/314060

If the drive is not seen in BIOS, Reseat the power and data cables, and reboot and see if the drive is seen. If not, then boot to BIOS, turn on Caps Lock, Scroll Lock, and NUMLOCK, then press ALT+E (system should Beep once), Then Alt+F (Beep) then ALT+B to reboot Then gp back to BIOS and see if the drive is seen.

If drive still not detected, replace the drive
