There's a left-side menu option entitled, "Close my account" after you click "my ebay", then click "account". Click it.

unfortunately it is not possible to get back your old account due to the yahoo rules and regulations .... nothing can be done ... try to contact yahoo help ..if there is very important mail regarding.. then they can retreive it...but this will be done by high recommendations from concerned government ...
