The only source for electrical sparks is the motor so it must be checked. Bad motor brushes or a broken wire are possible causes. Do not use in this condition.
This sounds electrical. If you have had this one year or less then it should be under warranty. find your local Hoover warranty dealer at the Hoover website hoover.com
Is the overfill valve (the yellow thing) in the waste container stuck in the up/full position? Maybe it just needs to be rinses well to avoid it being stuck and shutting off the vacuum portion of the cleaner.

It sounds to me like you have multiple problems with your power drive; a burning smell and the brushes don’t turn, and the dop is on March, 2008 – the Hoover Steam Vac Shampooer has a one year factory warranty and it could be a broken part for the brushes won’t turn or a belt would cause the burning smell. If it is not the belt or broken part it probably is the motor of which you should take it to a authorized Hoover vacuum cleaner dealer in your area or to contact the Hoover factory cust serv listed below or the Hoover website for information. If it is the motor the factory authorized dealer will replace the part for the motor and the broken part for the brushes, if it is the belt that would be an out of pocket expense. Well there is no belt, and not sure what the rubber would be from, everything is plastic or metal. Unless it is really an electrical smell, which means the motor is going bad.
