Would this be just one or a few discs or all?
Without more info its hard to answer except that DVD's have region codes which dictate which discs they will play.
If things are still the same we in europe are region 2, USA region 1 etc.
I have seen DVDs ending up here from the USA that will not play, because players have only been set (by manufacturers to a single region).
Many cheap players only can only play just one because its down to licence issues, while expensive (big brand or US backed models can play up to 2 regions) clever machines are Open (all regions).
Some machines may be altered by some methods on various hacker forums on the web.
I would check those DVD's region codes on their covers or it could be a simple lens clean of your player (many cleaners for this around) or some fault with that machine (software or Firmware (software for its cpu)) update to make it play later produced discs) which would require a computer leads and some skill. Another problem exists if its laser unit gets weak then signal images get fuzzy, such that a system will "give up reading" and throw up some "message" by way of "I am unable to play this".

You can try running a cleaning disk through it first, but from your post, it sounds like this unit may have multiple problems and need tested by a physical person.
The AVIC D3 is not pioneers best. The navigation side of the unit is wearing out. The slider slot in the dvd and other moving parts are wearing down fractionally and that is all it takes for the unit to no longer read the high density map data discs. The map disc is a dual layer 8.5gb disc and it is just about max out. (The disc must be in the unit for the navigation to work.) This is a lot of information and the unit must be able to read every bit of data on the disc or it will error out. All it takes is the fractional wear to mess up the tracking of the laser over the disc and cause problems reading the data on the disc. When the unit spins and spins, it is working hard to read something on the disc and will eventually error out if it can't. Also a fingerprint or tiny spot on the disc will prevent the unit from reading the disc. (Clean with a drop of water and soft cotton cloth even if it looks clean.) The data is information or instructions telling the unit what to do, and if it misses any information it will go crazy and error out. This is very different from music or video/movies that just play and if a spot is on the disc it will just be a fuzzy picture or static from that spot. If you have a disc your system likes, take care of it. I say likes because every disc has fractional differences in data location on the disc. (This is tolerance) That fractional difference could make or break the ability of your unit to read the map disc. So one possible fix is trying different disc to see if your unit will like one of them. Still eventually this also will die. These units are beyond their life cycle and the dvd drive is operating on borrowed time. I hope this helps.
It sounds that the optical pickup unit is faulty. Put a disc cleaning disc into the set, and play it once. If the fault is with dust or dirt, it will be cleared out. If not, replace the optical pickup unit.
You could contact a tv repair shop, many shops have schematics that go back many years. You say the sound is fuzzy, is this fuzzy sound when your playing the radio or when you play something throgh the amplifer? If its fuzzy with any source the you might have a bad speaker or speakers. you need to be more discriptive of the fuzzy sound you describe. also. if this unit has a head phone jack, (which I doubt if its 40 years old). you could plug in some head phone and see if the sound is clear there, if so then you know its most likely the speakers.
clean ur laser lens with alcohol and a q-tip inside disc tray dreamcast and use laser lens cleaner disc also,,clean and wipe game with alcohol and or high def wipe dry cloth in circles should help u
try rewinding the tape and play it from the beginning.if still the same,video heads may be dirty and needs to be clean.i recommend you use a dry head cleaning tape.after which reinsert tape and play it again.if issue persists use a diff tape with previous recordings.if still no go,use new tape and try recording on it,play it back and check.if still the same your unit will require service.thanks:) hope this help.
Digital or analog output? Try the other - same thing? If it improves by switching outputs, suspect teh cable. Also try moving the output to another input on the receiver (?).
It may be that the laser is aligning itself after trying to run the disc, you may need to run a cd cleaning and aligning disc in the playstation, although, it maybe that the laser is on it's way out.
