The bottom freezes but the top does not. Ice maker does not work because it's not cold enough. On the fresh food side, the top half is warm as well but the bottom half actually freezes everything. Temp is set on coldest setting for both sides which is 9. If not the bottom half is too warm on both sides. I have used the hair dryer to defrost evap coils but the problem still exists. What do I do??? I have small children in the home I need this fridge to work. I can't afford expensive repair bills or a new fridge right now.

If food in the bottom of the refrigerator is freezing, this could be caused by a refrigerator not having enough food to absorb the cold air.
If food in the door is freezing, move the door bins up or down so they are one notch away from freezer vents (Side by Side models only).
The fresh food control should be at the normal setting of 5.

Since the cold air coming into the fresh food section originates in the freezer above, the rear of the top shelf will be the coldest spot in the fresh food area. Avoid placing delicate items that freeze easily on the back half of this shelf.
If food is freezing in the produce (fruits and vegetables) or meat pan, it may be that the temperature controls are not set high enough. Since cold air naturally falls, the pans can get too cold if the refrigerator is not running long enough to maintain good air circulation. Adjust both controls up one notch.

Je your defrost thermostat, heaters or timer is not working correctly or at all. The freezer has the coils that freeze the freezer and cools your fresh food area. When your defrost does not work these coils become blocked with ice and will not let air from fans pass through!!! Leaving a moderate temp in fresh food area.
Hello Scott, remove the food from the freezer side and remove the rear freezer panel. You will see a coil and it should be completely frosted over. If not then you have a sealed system issue. If it is froze solid in frost where you cannot even see the coil, then you have a defrost issue. You should have a little frost on all the coil, the defrost is what clears the frost so the evap fan motor can circulate the air thru out the unit. If frost is good, push the light door switch to start the fan. If it isn't running check for 120 volts. If it has voltage, but not running, replace the motor. Hope this helps.
Your refrigerator isn't defrosting. When you melted the ice on the coils in the freezer you might have noticed a glass tube with a wire going into each end this is your defrost element that is probably bad. If it tests out good then your problem is either in the defrost thermostat, or the motherboard that tells your fridge when to defrost.
It sounds like cold air from the freezer isn't making it to the fridge compartment. This can be cause by a several things. The damper that lets air into the fresh food side is stuck in "closed" position, the temp sensor (t-stat) isn't working properly, the evaporator fan (in the freezer comp above the coils) isn't working to blow air up to the fresh food section. In some situations, the defrost cycle for the freezer section isn't working and the coils have frozen into a block of ice and air can't flow over them properly so you get not cold air to the fresh food section but the freezer still stays cold due to the block of ice.
