Oven keypad is completely black but inside oven lights work. does keypad have a separate fuse?

Yes. Many of these have a display thermal fuse that is part of the wiring harness that connects to the board... it should have continuity. WP4451042. Almost all models have what is called the "oven shut-down thermal fuse" which is on the back of the machine ( you have to pull it out of the wall and remove the back panel) and looks like this KitchenAid Range Stove Oven Thermal Fuse WP9759242

sounds like the thermal cutoff at the back of the over.... you can bypass it to try and see if it will work ...But dont leave it like that (bypassed)

There may be a fuse inside the oven which has failed or it could be the electronic display board.

Stove possibly has a fuse panel which is usually in the inside area of the switches and there is usually one for each burner as well as the oven. Make sure you replace with the right size fuse or you could have trouble.

Why does the oven time flash but the oven won't turn on?

If there is a grounding wire to the range, disconnect it. Make sure the power to the unit is off.

In some units, lift the top of the range to gain access to the fuse assembly; or lift the elements, remove the drip pans, and look on the sides of the cabinets. Inside the oven, look to the back to spot the fuse assembly.
If the unit has this additional fuse or breaker system, components such as the oven light, the range heating elements, the timer, and a self-cleaning feature may be separately fused.
If these components or features fail to work, don't overlook the possibility that the fuses have blown. To replace a blown fuse, unscrew the old fuse and install a new one of the same type and electrical rating. If the unit has circuit breakers, push the breaker or reset button, which is usually located on the control panel.

My wife was cleaning our smeg. She removed element at top of oven and she said it "arked". Now light inside oven and oven itself doesnt work?

Your oven should be wired to a dedicated electrical switch, in your meter box. It has probably just tripped this switch and fused the globe.
remove the globe cover(quater turn anti-clockwise) and globe and reset switch. Of course you need also to set the digital clock, or oven will not work.

Oven not workiing

If it is a double oven, then there will not be a plug fitted to it.
It should be hard wired directly into a main 30 amp switch box
If there is no power at all, then it could be a faulty main switch unit, or
the fault could be at oven connector block.
You really need a meter to check for power, both at the switch box and the oven itself.
Another possibility is a fault with the timer unit on the oven itself.
