It came with 12g of ram (11.5g available) I installed 16g of ram, it says 16g but only (11.5g available). It says the same whether I have 12g or 16g in it. I tried blowing out the socket and re-setting the ram but no change. Help!

You should be able to install & use 16GB (max) in that machine provided you have the memory type required and you have a 64 bit OS installed on it. HP also notes that the OS may further reduce the amount of memory on the machine. I would start by disabling the quick boot feature in most BIOS screens so that the memory can be checked and :"counted". If it goes up to 16GB, the memory is good and the OS is limiting to ~12GB. If not - there a bad chip / stick somewhere.
You should begin swapping memory sticks one at a time to determine which stick is problematic and return it for replacement.
