Toyota drive cycles can be finicky, but generally, they need to be driven at 25 mph for 15-20 minutes, followed by driving at 40 mph for 15-20 minutes, followed by 60 mph for 15-30 minutes. This must be done nearly non-stop. inner city stop and go never works. It can be daunting, but it is required for the PCM to complete a full drive cycle. All of these drive times must also be done at full operating engine temp. If it's not warmed up first, all the time you drive will not start counting till you reach operating temp.
