Developer Pollution. Basically it means the toner concentration is too low. Check to see if there is toner in the hopper by looking down with a flashlight. If there is, try restarting the unit. If there isn't, put only one bottle of toner in and see if it starts conditioning again. Do this up to two more times. If it fails, or goes to a another error, there could be a problem with the toner hopper or the developer unit itself. Call an authorized Canon/Oce technician for parts and service.

There are a few possible solutions.
First, only the last version of Plot Director (3.4.3) works in Windows 2000, so make sure that is the version being installed.
Secondly, once PD is installed and uninstalled all registry references must be removed before attempting to reinstall or you will encounter errors.
Third, make sure you have Administrator privileges when installing or editing the program.
Last, because there has been no development on PD since 2001 it may be having issues with security, such as the ability to edit files that are in a protected zone or communicating thru a firewall.
As a test make sure that none of these programs are active during installation or configuration.

The code is not reported in service documentation, but the problem is likely the encoder ruler.
Clean and check position and state of the encoder strip. This is the plastic ruler located behind the printheads, and it is the part that determines the position of the printheads.
Encoder Strip. Wipe clean with a lint-free cloth and alcohol only. Take extra care to not bend the strip.
In case the part is broken (you will notice), I think that it is listed as encoder ruler here. Call Oce to confirm before replacing.
