Newer LED type TVs have the LED drivers integrated at the edges of the screen. Sounds like you have some going bad and getting overheated. That will cause the picture problem and the melting. Time for a new set.

Hello If there is sound output from its speakers, when turn ON, and catches a transmission, the fault must be to its Timing Contrrol board. This board also known as T'Con board. This is a common fault to all LCD tvs, irrespective of their brand. If sound output also absent, the motherbaord [Main board] has the fault. Whicheaver it may, this is a skilled work, and can only be done by an experienced service techinician. If you know anyone such, just contact him/her. Otherwise contact the nearest Authorised Service Center for Toshiba at your town. OK.

Your flat panel TVs picture tube base board has soldering loose contact with it. Just unplug your TV from AC mains socket, and open it. Pull out the picture tube base card from the picture tube neck. Pull it out straight, no shake must be there, as it will damage its connecting pins.
Normally, loose sodering are very difficult to loacate, as they will be quite micrscopic in size. Just resolder all the suspected loose sodering point on that board, by applying a little more solder. This will solve your TVs problem. OK.
I would check the fuse on the main board. Check the Capacitors on the Power Supply board. Seeing that you unplugged it and replugged it in you might have bad caps that were weak to begin with. Please learn how to safely work on a TV before attempting . Even when a tv is unplugged it has enough power to kill you. Discharge all Capacitors first. make sure its unplugged of course.
