SOURCE: i want to create my paypal account but the problem

If your card is a bank debit card, you should be able to enter the card details the same as for a credit card. If that doesn't work try opening a separate cash card account or just get yourself a credit card and if you are worried you may be tempted to use it, cut it up once you have registered it on PayPal.
Sorry not to be more helpful, have you tried asking PayPal what they suggest you do? https://www.paypal.com/uk/cgi-bin/helpscr?cmd=_help&t=escalateTab
Good luck

SOURCE: can I view my centrelink account to see credits and debits please.

Go to MyGov and set up your centrelink account there. It is the latest idea from our government. (use your customer number and add a password) Write down your password and put it where you can get it easily if you forget. (Under a magnet on the fridge, or on a filing cabinet).
Or:
Go to Humanresources and click on Centrelink. Log in and check your payments for 2014 - 2015. They should be there. Also, you should be receiving Centrelink online letters to let you know of any changes. You can also check by logging into your bank account. Set up a username and password with your bank online.

I am a widow receiving my late husbands pension. In case I re-marry, will the pension stop?

Without knowing location & type of pension it’s difficult to answer. But generally in such a case no it will not stop because you are getting it by virtue of his service to the organisation.

39.99 was refunded to my paypal account. where does it show up and what do i do ,leave it for credit or receive it back?

Your PayPal account is connected to either your credit card or your bank account. You have the option of keeping your refunded money in your PayPal account--where it can be used by you later as a credit toward a future purchase--or you can have it moved to your credit card that is associated with your PayPal account.
If you do nothing, the refunded amount will stay in your PayPal account. If you wish to withdraw it from PayPal and credit it back to you credit card, you have to log on to your PayPal account and follow the instructions. It should show a balance of $39.99, and give you options regarding what you want to do with it.

Need help setting up a paypal account

The steps are quite easy. Start by going to PayPal.com and clicking on Sign Up in the top right corner. From there you are taken to a new page (see below). Select your country and language and the type of account. Personal is what most people need.

Follow the prompts; enter your email address you will use with PayPal plus your complete correct address. Likely you will want to link your PayPal account with a bank account or credit card. If you only will need to make payments you can simply register a credit card. If you wish to receive payments and withdraw funds you will also need a link bank account. Verifying your bank or credit card takes a couple days but the process works pretty well.

What is the difference between debit and credit cards?

While credit cards add up the cardholder's payments and withdraws the money from the account later on, for example at the end of the month, debit cards send a message to the cardholder's bank that immediately activates the payment.
