If the pad doesn't work then there is no way to transfer the pictures that I know of.

Go to iTunes then sign in, connect your iPad to the PC/Laptop and factory reset the iPad, that is the only way it can be done!

Restoring the iPad will erase everything on it, so make sure everything on the iPad is stored elsewhere prior to restoring.
