Set up your own account (userID and PW) on iTunes.
Use iTunes to wipe the device clean and perform a factory install of the iOS.

plug it into a laptop/pc with itunes on . itunes will detect it and you can do a reset from there . if you got the ipad 2nd hand you might need an icloud account and pass word from previous owner or get them to take the ipad off there icloud account.

You can use forgot password option in the IPad where your twitter account is not working properly.
