My 19 inch proscan television wont turn on when i turn it on the light on the bottom turns green then blinks back to red. it wont turn on at all is there any way to fix it?

The power supply is bad. It supplies enough power to light the red LED when the tv is powered off, but not enough to power up the tv. You can find one on ebay.
You have a bad power supply (AC adapter). Watch closely at the red light while turning tv on to see if red light momentarily flashes green, then back to red.
What red light are you referring to? If you are talking about the red l-e-d power light beneath the screen, that is the power off light. If that red light light momentarily turns green and then immediately red again when you are attempting to turn the tv on, that indicates a bad power supply.
