Make sure the answering machine is turned on for both lines. To check settings: Scroll, using BACK and FWD, to desired setting. 1. Press MENU 2. Scroll to "ANSWERING SYSTEM MENU" then press SELECT 3. Scroll to "LINE 1 SETTINGS" and press SELECT 4. Scroll to "ANSWERING SYSTEM ON/OFF." Check to see if it is set to "ON," as this is the default setting. 5. Exit MENU and Repeat steps 1 thru 4 for LINE 2 SETTINGS. I don't know if you have Acrobat Reader for .pdf files but below is a link to the owner's manual for this phone. If you can, download and look at the bottom of page 79 of 116 for more help. http://ec1.images-amazon.com/media/i3d/01/A/man-migrate/MANUAL000052870.pdf Good luck.
SOURCE: Siemens Gigaset 4000 No Sound
Hi Krister,
It sounds from your symptoms (no pun intended) that your handset receiver/speaker has gone bad, or if you use a headset, the circuit might have gotten ripped open from tension from the headset plug. You can try plugging in a standard 2.5 mm plug headset into it (real common headset). My guess is that you will be able to hear dialtone using a headset and use the phone, but the phone will continue not ring or make key beeps.
Its fixable, but with the Siemens models don't let anyone try to open it. To work properly it needs to snap together tight, and guaranteed they will gouge the plastic and break the more than 10 tabs that keep it held snug together, there are no screws. The skill to open them without damaging them is proper training and muscle memory, which is reserved for the people that do it daily, plus if the plastic needs replacing it will add to your costs. Nevertheless, if you want it fixed, just google "Siemens Cordless Repair" and click the first or second non sponsored link to make arrangements to get it fixed. Good Luck and let me know if I was right about the headset audio.

SOURCE: No dial tone
It seems you can receive the calls and dial the numbers, by clicking hand free key you will hear the tone. Regarding answering machine I wonder you activate it or not for activating the machine just click the On/Off key on the base or from the main menu on the hand set choose Voice Mail section then activate Answering Machine, in this section you have other options such as Ring Delay (for choosing the delay before Ans.Mach. pick up the phone), Announcements (playing and recording announcements) and Massage Length.
