you can remove the top cover of the washer( 3 screws alongside the top rear of unit) and top will slide back and off, the dispensor is right there with sort of a tear drop shaped cam and lever.Make sure thats in tact. start the washer , and youll see it cycle foward and back if broken youll need to replace the part, dont think the line is blocked (if it was youd get fabric softener overflowing out front), im thinkin the water never gets to that area of dispensor. id start with the lever system

try cleaning the dispencer first, it has a small syphon assembly in it whcih can get blocked with concentrated fabric softiner and sometimes powder.

This is a note from the users manual that is important:
IMPORTANT: Fabric Softener option must be selected to ensure proper distribution at correct time in cycle. Do not overfill or dilute. Overfilling dispenser will cause fabric softener to immediately dispense into washer.
You have to select the fabric softener option with each cycle.
It is normal for small amounts of water to be remain in dispenser at the end of the cycle.

I wish I had a solution for all the problems this Cabrio piece of junk has presented. Just did a load on the "sheet cycle" and fabric softener was added; however, the dispenser filled with clear water and did not drain. In addition, the sheets did not spin as dry as they should have.

Had one where the softener dispenser had all kinds of dried up crud from the softener which caused the water to collect there instead of drain down. It actually looked like wax, after cleaning it out the water problem went away.

It is a normal operation to receive water inside the dispenser after draining. This is part of the siphoning action of the drawer. You would just remove the drawer and empty the water out, then reattach the dispenser drawer. I hope this is helpful. -Matt
