Have you tried resetting the unit, by holding the power button for 10-15 seconds. I had a similar problem, and it actually required two steps to fix it. Simply holding the power button for 10-15 seconds would restart the unit, but it would shut down again during the "Loading Maps." part of the boot process.
So, do this. Hold the power button for 10-15 seconds until it appears to begin booting. See if that takes care of it. If it still doesn't work, plug it into your PC and let it get to the state you described. Then unplug it from the PC, and see if it reboots on its own. If it still isn't working, then hold the power button again for 10-15 seconds.
This worked for me.

Try recalibrating it using the following method:
Nuvi 11xx, 12xx, 13xx, 14xx, 24xx, 25xx Series:
Turn off the Nuvi. Place your finger on the upper left-hand corner of
the screen and then push down on the power button to turn the unit on.
Release the power button when the Garmin logo appears. Continue to press
on the upper left-hand corner of the screen until you see the
calibration screen. Press all of the prompted dots.
Once completed the Nuvi will display Calibration Complete
This will recalibrate your touchscreen to the LCD display.
If this doesn't resolves your problem. then your touchscreen may be defective and may need to be replaced.
