Is this actually soot, or like a fungus . Fruit leaves and or branches trunk. Did this blow in on the wind rain. Won't hose off? Locate , contact county arborist take samples fruit and or leaves. They diagnosed and iron deficiency looking at some oak leave..

the council cannot interfere with the foliage on a neighbouring property unless it is in a dangerous condition or situation
it will be up to you to move the aerial or dish to a better location on your property but trees seldom have an influence on signal as it can penetrate buildings
As for the lawn dying, better fertilizing, water, grass that is not affected by shade is the answer
if the tree branches are over hanging the property line , you have a right to trim the branches back to the property line and return the cut foliage back over the fence for the neighbour to dispose of
as many neighbour disputes are form a lack of communication and you obviously have a dispute, I suggest you talk with legal counsel so that the situation is not aggravated further than necessary
(1) something is moving within its range , this can be a bush or tree branch
(2) range /sensativity set too high use proper adjustments
(3) some models have a constant on mode that happens when you cycle power too light, turn pwr off and leave off for 15 min then turn back on
(4) lighting , the flashes of intense light drive these things crazy , if a strike comes close , sensor will become perm blinded and stay on
(5) light is defective
is this not a problem with your lens rather than PC - best was to check is to take two separate BLACK (if white marks) or vice versa, pictures and see if the "tree" is on exactly the same place on all pictures good luck.
Hello ardata.... Since you already have it set to low sensitivity your next step is to turn the sensor so that it points more downward or more away from the tree. Joe
You could get a card reader and select all the contents of the card and move them all at once. After that, you could format the card in the camera which might solve the problem. You could also go into the camera menu and find "reset"....that would set the camera back to factory defaults.
The sensor will detect movement up to 45 feet...If there are trees blowing in the wind it will trigger the camera...
You will have to relocate the camera position....

the wind was blowing the tree i had mine mounted on and moving enough to trigger the camera
i cut the tree of about five feet up and havent had a problem since
