Assuming your gauge is accurate, if the tank is not taking gas it usually has a restriction in the neck or a venting problem. Any chance your tank is full and the gauge is off ?

Sounds like to much water pressure. Try turning the shut off valve off. Flush the toilet. Then slowly turn the valve back on until it makes the noise again. When the noise is heard, turn the valve back a little bit untill the sound stops.
It sounds to me like either the 'sock' (a type of filter) in the fuel tank or the pick up tube is blocked, (with a full tank,the gas is easier to pull into the fuel line), or your fuel pump is beginning to go. First though make sure that your fuel filter is not clogged. If it's OK I'd recommend a fuel pressure test to determine if the fuel pump is bad. Good Luck!
