Get what use you can, there is not a way to "fix" that--the front screen unit is called a display panel and even if it was available the part alone would cost much more than the whole set did when new, time to go shopping for a new set.
Ur tv have a broken LCD screen panel. Not worth fixing, because the LCD screen panels are limited produced, will cost the same as a new tv,if replaced.Only can buy the LCD screen panels from the tv corporations.Sorry, worth as a whole tv any more. Now ur tv,only worth as salvage for eclectronic boards.
The repair of a deffect that you describe will likely cost close to the price of a new TV if a technician does it.
My suggestion is to make a picture and post the whole thing on eBay for sale.
If you are able to see image at all then power is OK and main board is also OK which leaves the video, which is one whole thing in the 19'' TVs and cost more than half of the whole TV.
The cost I don't know, but this can be fixed. I'd say shop around a bit. Make sure the repair person is certified for your TV's manufacturer.
There are generally 3 lamps in projection T.V.'s, Red, Green, and Blue. They have to be aligned for the TV to project a clear picture. A credible TV repairman should be able to fix it. Depending on if it's new enough to be under warranty they may cover it as well. Really the only reason to get rid of it is if you want to get a new TV anyway. Depends on the cost of having the lamps aligned.
