To reset , menu - 2 - 8 - menu gets you to the service menu, then do copier - function - clear - all to fully reset the machine.

A kind of soft reset that fix some issues:
Turn off machine, wait 10 seconds then press and hold Clear button while turn on again.

I have similar problem, but it makes clicking sound also without a toner. And printer is powering off and on continuously. On the display there are some bars, nothing readable. After a minute or so it says Warming..., than it goes off, and so on and forth. Printer is in use on a daily basis.

Check the following items: Make sure that you have plugged the phone cord directly and securely into the wall jack and into the back port of the fax product. The fax port on your product is marked "Line," "To Wall Jack," or with a wall jack symbol. Remove any other devices from the line such as splitters, credit card machines, or telephone answering machines. Try sending and receiving faxes on a different fax line. Try using a different telephone cord. Have the phone company test your line for static or noise problems. press the stop button hold it
turn up the power
wait till 3 sec.
then release the stop button
that should clear the machine.

Hi try changing the fuse in the plug first. Once you have done this then power in and open the cartridge cover and press the cartridge button. If the cartridge moves then the LCD has blown and will need replacing if nothing happens then unfortunately the power supply board has blown then replacing the whole machine is the cheapest option.
