Water loads up but does not wash nor spin but does drain IS THE MOTOR OR CIRCUIT BOARD BAD ?

Motor Coupling If the washer won't spin or agitate the motor coupling might have failed. The motor coupling connects the motor to the washer transmission. It is designed to fail if the washer is overloaded in order to protect both the motor and
Drive Belt If the washer won't spin or agitate, check the drive belt. If the belt is broken or if it isn't tight on the pulleys the washer won't spin or agitate properly.
Drive Motor If the washer won't spin or agitate the drive motor might be defective. This is not common. Check all of the other related parts to this symptom before replacing the motor. If the motor is visibly burned out or physically damaged, replace it.
Stator Assembly If the washer won't spin or agitate the stator assembly might be burned out. The stator is essentially one half of a motor, it interacts with the tub by creating a strong electro-magnet. If the stator burns out the washer won't spin or agitate. Check the stator for continuity. This part is often misdiagnosed.
Transmission or clutch assembly not engaging due to going out or slipping.
Door or Lid Latch Assembly If the washer won't spin or agitate the lid switch assembly might be defective.
Door Lock Motor and Switch Assembly If the washer won't spin or agitate the door lock assembly should be checked. The door lock can fail either mechanically or electrically. Test any switches on the door lock with an Ohm meter. The switches should have continuity according to their design.
Motor Control Board he motor control board provides power to the motor as well as direction and force. If the motor control board is defective the washer may not work at all or function properly.

I have a 3 year old neptune top load and have experienced the same problems you all have had here. Problem: Washer was leaking 1/2 gallon of water every load and sounded like a freight train on spin cycle. I usually do my own repairs but didn't have time so I called A&E by the recommendation of Maytag. Diagnosis! The tech said the tob o-ring seal was bad as well as the transmission. I had no reason to dought this professional right. I did after he told me the price... $450 to fix it!!!! I reluctantly gave him his $65 service call fee and said goodbye..
I called maytag and they said the transmission should have been covered by warranty (10 years). The tech was either an idiot or just plain trying to rip me off. I called Maytag back and they sent me the supposed bad tranmission and seals. I replaced them in 1/2 an hour. Guess what.... This did not fix the leaking or the loud spin cycle noise. What is the problem with this neptune model? The problem for every owner including myself has at minimum been the main seal inside the outer tub. This leaking for months took out the bearings causing the noisy spin cycle. I replaced both 6207-2rs bearings compliments of ebay for $6ea. After reassembly it was like new for the first load. On the second load it would stop on the spin cycle.... It would cycle between the agitators and trying to spin but never engaging into spin. After 5-6 minutes it gave me the code that stated an unbalanced load. What the problem was is the leaking had made its way into the clutch as well. I pulled the clutch/pulley back of and cleaned and lubed it. Problem solved! She now goes into spin and has no problems whatsoever. I'll never call A&E again...Mechanically this washer is a piece of cake to work on. Electronically it could be a bear... The bearing replacement took approx. 2 hours total from start to finish. Next time I'm buying Kenmore and the extended warranty. I'm tired of screwing with this junk... Good luck guys.... Jos Roach... CA.

To be 100 % sure ,do this ,pull the whole face panel forward (remove the 3 screws on top face panel and may have 2 more in the back of the face panel)Once youve pulled the panel forward you will see your control board facing you.Look closely at the circuit board and look for a burnt circuit (CALLED R-11) .iF YOU SEE IT BURNT ,REPLACE THE WHOLE BOARD. I HAVE A COUPLE OF BOARDS AVAILABLE AND WAX MOTORS BUT I'LL NEED THE SERIAL NUMBER FIRST. Either way the board is easy to install the wax motor is a little more difficult.

i also had the same problem, and it ended up being the coupler. It was not hard to replace, it cost me about 19.00. I didn't follow full recomende instructions. I tipped the washer backwards. Removed the drain pump and the motor itself. Then I removed the old coupling and placed the new one. The washer is working like new...

you could have a bad drain pump.
have you checked the hoses that come from the bottom of the tub to the drain pump for anything that might be stuck in there,also check the hose that comes off the drain pump to the wall and look for an obstruction.
