firstly you will need to access the menu if you cannot these may be programmed using the proper software ,you will be able to unlock it then or give it to someone that can program it for you
I use the ICOM OPC-478 cable along with the ICOM F3GS software. In order to use the OPC-478 cable with WINDOWS 7, it will be necessary to go to the site

choose support (not option 1) and look for the updated driver package for WINDOWS 7. When that has been downloaded and installed, it will be necessary to go into that part of the control device manager and change the port to "COM2".
I am now able to program both my IC-F3GS and the IC-F4GS.
Press Menu to select Setup, then Mode, then Rewd or Ffwd to move Left or Right to Power IC, then use the volume control to select Power IC On.
