It is running but sounds like the fan is on high and it won't stop.
The first course of action with any 49 error is to get the newest firmware installed, if the machine will come to a ready state. Unplug any USB or network cables and power cycle the printer. If it comes to ready, check any computers configured to print to ensure that no stale print jobs are stored in any print queues. (this is an important step, double check that all workstations are cleared). Once you are sure you have all queues cleared, plug the network or USB cable back in and see if printer stays are ready. If it does, go to HP.com and download the current easy firmware installation file for the 4025 and follow the instructions to update the firmware. If the machine will not come to ready even with network/usb cables disconnected then you may have a bad formatter or faulty memory on the formatter.

turn off the IPP protocol, and turn off Multicast IPV4
The 49.xxxx errors are indeed related to firmware
and the formatter and can indicate faulty firmware or formatter... but
are almost always triggered by some kind of communication that the
machine doesn't know what to do with... thus generating an error.
Power fluctuations (not clean power), or random noise (RFI/static)
transmitted on network or printer cables can also cause this problem.
If your unit sits on a line of power that is shared with other devices
(another printer/copier or a group of computers or a vending machine or
cooler)... move it to a dedicated power outlet.
If it's caused by signals the machine is receiving, it can be tricky to correct.

1 Press CANCEL JOB to clear the
print job from the printer memory.
2 Turn the printer off and then back
on.
3 Try printing a job from a different
software application. If the job
prints, go back to the first
application and try printing a
different file. If the message
appears only with a certain
software application or print job,
contact the software vendor for
assistance.
4 If the message persists with
different software applications
and print jobs, disconnect all
cables to the printer that connect
it to the network or PC.
5 Turn the printer off.
6 Remove all memory DIMMs or
third-party DIMMs from the
printer. (Do not remove the
firmware DIMM in slot J1.)
7 Remove all EIO devices from the
printer.
8 Turn the printer on.
9 If the error no longer exists, install
each DIMM and EIO device one (memory)
at a time, making sure to turn the
printer off and back on as you
install each device.
10 Replace a DIMM or EIO device if
you determine that it causes the
error.
11 Remember to reconnect all
cables that connect the printer to
the network or computer.
12 If the error persists, replace the
firmware DIMM.
13 Replace the formatter and
calibrate the printer. See
“Calibrate Now” on page

This may be related to 3 problems . 1st as with all 49.xxx errors update your firmware first. 2nd it may be related to a memory problem internal to the printer. Last it may be a problem with the email server you are sending to. To troubleshoot update firmware, then remove network cable and try to scan docs is as if you were going to email. If problem does not show check email gate way. If problem does shw up replacing your memory may be the next step.
