Your Hoover Windtunnel may have stopped working for several reasons. First, make sure that your unit is properly plugged into an electrical outlet and make sure the electrical outlet is working correctly. Vacuum units, and other appliances, protect themselves from sudden electrical charges, ups and downs. Make sure the electrical fuse and breaker are on, if not reset breaker.
Some units may heat up and will automatically shut themselves down to prevent fires. Allow your unit to cool down for 30 minutes while the thermal protector is automatically reset. Overheating, may have been caused by a clogged hose, dirty filters, full bags or a roller brush that is not running properly. All these situations compromise the unit's air flow and make the unit work harder, making it to heat up.
To avoid these situations and to keep your unit running at it's maximum capacity, make sure to change filters regularly (recommended every 3-6 months), clean your brush roll from any tangled hair strands or debris monthly (roller brushes are recommended to be replaced at least yearly), and replace belts every 6 months.

SOURCE: How to change a belt
A very easy procedure!
Look at the front hood of the Purepower (where all the lettering is including the 1600 or whatever the model number and name is located at) and you'll see at the back two screws either side where the back wheels are. Unscrew these and then prise using your hand/fingers the floor selector dial knob off. Once that's done the hood will pop off and you can get into the roller brush and drive belt. Then simply lift out the roller brush and fit a new belt.
This method is for all Hoover Purepower models and DustManager uprights.

the vacuum is clogged somewhere the brush roller is just kicking stuff around, as it cant get into the suction port

SOURCE: carpet setting not working
there is a belt in the nozzle that is driven by a small motor in turn will drive the roller when set to carpet. did you completely dis-assemble the nozzle? ie, to remove the roller and clean the endcaps? this would also show the belt. The gear on the motor wears very easily and could also be worn. I would change the nozzle or get a new Flair. new nozzles cost about $25-$30.

SOURCE: I was vacuuming and my hoover vacuum died
they have a thermal shut off on the motor so if it gets too hot it shuts down
can take up o 30 min to reset check all filters make sure nothing is blocking

no power, plugged/jammed impeller. some newer ones have a sensor that turns it off when it is full of dirt...

If NOTHING is working on the vacuum cleaner, it has had time to cool off and still doesn't work, make sure the outlet has power, then check the power switch. It is not too difficult to change one if you are handy with tools. You must check what the part number for your particular model is, but our old wind tunnel Had a switch fail. Ours went bad after 15 years of use. CW Industries 16A Part GRS-2011-2019 worked on ours. It was on Amazon.com The wires had two pull off insulated brass connectors. There are videos on YouTube showing how to replace it.
