I would like a parts schematic breakdown with a list of the parts for a 017 Stihl chainsaw

take the bar off and give it a good clean, get compressed air and blow it into the oil tank, making a seal around it first

Stihl chainsaws are 1:50 oil to gas ratio. Make sure you use good high-quality 2-stroke oil, preferably that which is made by Stihl.

That wire should go to the kill switch. IT just grounds out the magento. See the on off switch, and put it back on there.

The oil pump is pressed in from the bottom. There is a special bolt and bracket to make sure the pump is set to the right depth. Your local dealer should bea able to get the tool for you but it will be cheaper to have the shop do the work.
PS it is more common on this saw to have a dull chain act like it is not getting enough oil than to have a bad oiler.
I am gold certified and have been doing repairs since before the ms series. I have only replaced two oilers in that time.

The oiler is set in place to a depth premeasured and tough to duplicate without the proper tool. If you use a proper sized bolt 5mm about 200mm long. After threading in till it stops mark the depth with a marker. pull the bolt out and the oiler will be on the end of the bolt.
thread the new oiler on and reverse the procedure.
My recommendation is to see a local service dealer like www.arcolawn.com and purchase the speciality tools:

After saying all that I would tell you that a dull chain is the number one cause of "oiler problems" because a dull chain will over heat and make it seem as if the chain has no oil.
